Background: With Russia’s full-scale invasion of Ukraine and other problems that have arisen in recent years, the issue of Ukrainian children who find themselves in difficult life circumstances has become a significant problem. This situation demands urgent measures. For better or worse, Ukraine has experience in this regard and a history of combating the problem of child homelessness and neglect in the 1920s. Moreover, Ukraine’s neighbour, Poland, also has a history of combating the same problem in the 1920s. In this article, child homelessness and neglect in Ukraine and Poland were studied. Furthermore, legal measures to combat this problem were explored. It was useful to examine the state of the problem and legal measures to combat it to see what lessons could be learned from the successful experience in Ukraine and Poland in solving the problem of child homelessness and neglect in the 1920s.
Methods: Historical and legal methods were used to study the issue effectively. This method allowed us to investigate the state of the problem in two countries at the same time and to outline the main measures that were used to combat the problem of child homelessness and neglect. The comparative method was also used to reveal the differences in combating the problem mentioned above.
Results and Conclusions: Some suggestions that could be used in Ukraine to solve the problem of children who find themselves in difficult life circumstances were proposed in the conclusions.

АНОТАЦІЯ
Передумови. З повномасштабним вторгненням Росії в Україну та іншими
проблемами, що виникли за останні роки, питання щодо українських дітей,
які опинилися у складних життєвих обставинах, набуло значної гостроти.
Така ситуація вимагає невідкладних заходів. Добре це чи погано, але Україна
має досвід у цьому питанні та історію боротьби з проблемою дитячої
безпритульності та бездоглядності у 1920-х роках. Крім того, сусідня з
Україною Польща також має історію боротьби з тією ж проблемою в 1920-х
роках. У цій роботі досліджено дитячу безпритульність та бездоглядність в
Україні та Польщі. Крім того, було досліджено правові заходи боротьби з
цією проблемою. Вивчення стану проблеми та правових заходів боротьби з
нею було корисним для того, щоб зрозуміти, які уроки можна винести з
успішного досвіду України та Польщі у вирішенні проблеми дитячої
безпритульності та бездоглядності у 1920-х роках. Незважаючи на те, що ми
живемо в епоху економічного і соціального прогресу, в епоху передових
технологій, дитяча безпритульність і бездоглядність, на жаль, залишаються
поширеним явищем у світі (зокрема і в Україні). Безумовно, ця проблема
загострилася в нашій країні після початку агресії Росії проти України у
2014 році, а після початку повномасштабного вторгнення 24 лютого
2022 року воно поглибилося ще більше. Це пояснюється тим, що одним із
наслідків бойових дій є збільшення кількості дітей-сиріт, а також дітей, які
через скрутне матеріальне становище та/або психологічний стан
батьків / опікунів (або втрати одного з батьків / опікунів) залишилися
бездоглядними або стали безпритульними.
Методи. Для ефективного вивчення питання застосовано історико-правовий
метод. Цей метод дав змогу дослідити стан проблеми одночасно у двох
країнах та окреслити основні заходи, яких ужито для боротьби з проблемою
дитячої безпритульності та бездоглядності. Також застосовано порівняльний
метод для виявлення відмінностей у боротьбі зі згаданою вище проблемою.
Результати і висновки. Висновки містять деякі пропозиції, які можна
використати в Україні для вирішення проблеми дітей, що опинилися у
складних життєвих обставинах.
