Abstract
Background: This paper analyses the ethical impact and use of digital technology in court hearings, focusing on the new element added to Albania's audio recording system: video recording. While Albania has used a digital audio recording system in all courtrooms since 2015, it fully implemented video recording in December 2024. This paper assesses audio recording performance over the last ten years and the implications of video recording.
Method: The paper relies on a questionnaire as a primary source. It was distributed to court clerks, the main users of this system. The empirical data come from three of the courts in Tirana. The courts in Tirana have the highest number of courtrooms and court clerks compared with other courts in the country. Additionally, four lawyers were interviewed to assess the impact of audio-video recording from their perspective.
